That's not a PT Cruiser. It's a KT Cruiser, the mobile refueling version. Easily distinguished by the drogue and hose system.

There's a clever breakaway at the pump end of them, I can't remember the details but a while ago an Oppo with industry knowledge gave some details on a situation much like this, it was pretty neat. A feature I dearly wish our society didn't need though
